Step 5: Decision and Strong Lease Agreement
Good tenant characteristics: income consistently at least 3x rent, stable employment history, good communication, clean previous tenancy record
Lease terms that reduce problems: specified number of permitted occupants, clear pet terms, late payment penalty, repair reporting process, photos of property condition attached to lease
