Why You Must Always Inspect Before Transfer
Developers are contractually obligated to fix defects before transfer under the Sale and Purchase Agreement. These rights persist after transfer but are much harder to enforce. Declining to accept transfer until defects are fully resolved is a legitimate buyer right.

Category 1 (Structure and Walls): All wall cracks, moisture or bubbling, wall-ceiling joints, uneven paint application
Category 2 (Floors): Cracked, broken, or shifting tiles/flooring; unlevel surfaces; uneven or wide tile joints
Category 3 (Doors and Windows): Smooth operation without sticking; all locks working; straight frames without warping; no scratched or cracked glass
Category 4 (Electrical): All light points working; all outlets tested with an outlet tester; MCB breaker box operating normally; air conditioning cooling properly with functioning remote
Category 5 (Plumbing): All taps open/close normally without dripping; shower and bidet sprayer working; bathroom drain flowing freely without blockage; no leaks under sink or behind toilet
Category 6 (Built-in Furniture, if applicable): All cabinet doors opening smoothly with intact hinges; drawers sliding evenly; surfaces without scratches or warping; clothes rails firmly secured
Category 7 (Common Property and Keys): Full key set as specified in contract; Key Card working for elevators and doors; parking space matching contract specifications; all appliance warranty documents received

Uneven or dripping paint, misaligned floor tiles, minor tap dripping, bathroom doors not closing fully, air conditioning with minor water drip
Buyer Rights to Decline Transfer
If significant defects are found, document every item in writing and specify a deadline for the developer to rectify before confirming a new transfer date. Do not sign acceptance on a day when significant unresolved defects remain.
